"Cannot delete folder: it is being used by another person or program"
A typically unhelpful Windows message that crops up from time to time. Most recently I found it happening as another logged-in user was running Apache monitor and therefore I couldn't upgrade it.
There are a few programs around that will assist, eg unlocker which I previously installed each time I stumbled across the issue.
However there is an easier way that doesn't require installing third party software. Simply run the Windows Resource Manager (resmon.exe). Click "CPU" tab and in the "Associated Handles" area copy-n-paste the full path of the troublesome file to "Search Handles". Press the update icon and it will reveal the culprit.
